In accordance with verbal arrangements, I have the honour to transmit herewith the following pamphlets and documents, which have recently been extracted from the houses in Hongkong occupied by Artemio Ricarte "Vibora" and Manuel Prin Ruiz by Secret Agents of the Philippine Government, acting under instructions from this Office:-

1. Pamphlet, marked Exhibit 'A', dated Paris 25th March, 1903, purporting to be report of proceedings, statutes and program of the revolutionary committee for the society which denominates itself the "Gobierno Republicano Universal Democrata Filipino".

2. Pamphlet, marked Exhibit 'B', dated Paris, 10th September, 1903, signed by the revolutionary committee's secretary of war, M. Prin R. This pamphlet is a list of the different branches of the supposed military government which is to be established in the Philippine Islands by the above mentioned revolutionary government, and was taken from Manuel Prin Ruiz's house on November 23, 1903, by a Secret Agent of the Philippine Government.

3. Pamphlet, marked Exhibit 'C', consisting of a proclamation to the people of the Philippine Islands and is a tirade against the American Government, signed "M. Prin R.", and dated 15th September, 1903.

4. Manuscript, marked Exhibit 'D', which was extracted from the residence of Manuel Prin Ruiz by a Secret Agent of this Government November 23, 1903. This document is a declaration of principles, signed by Manuel Prin Ruiz, Artemio Ricarte "Vibora", and other members of the Filipino revolutionary Junta of Hongkong.
